Try hulla-hoops. Depending on the size it could be 2-D making it tall ways, you might be able to get really big XXL t-shirts & stretch them over. There will be a place for the head & arms already set. My guess is a goodwill or donation store may have a good mix of shirts, different colors, turned inside out then decorate with paints & stuff.
